Minnesota legalized recreational cannabis for adults 21 and older when Governor Tim Walz signed HF 100 on May 30, 2023. Licensed dispensary sales began September 16, 2025. Whether you are visiting Minneapolis, exploring the North Shore, or attending a Vikings game, you can purchase and consume cannabis legally — no residency requirement, no medical card, no special registration.

Meet Minneapolis, the city's official tourism bureau, actively promotes cannabis tourism as part of its visitor experience — a sign of how mainstream cannabis has become in the Land of 10,000 Lakes.

No Residency Requirement

Out-of-state visitors can buy cannabis at any licensed dispensary under the same rules as Minnesota residents. Just bring a valid government-issued photo ID proving you are 21 or older.

Minnesota has two distinct retail channels — and that is what makes it unique:

Licensed Dispensaries

As of early 2026, there are 49+ non-tribal licensed dispensaries across the state, operated by three medical combination licensees and a growing number of new recreational-only retailers:

  • Green Goods (Vireo) — 8 locations statewide
  • RISE (GTI) — 8 locations statewide
  • Bloom Wellness — St. Paul
  • New recreational licensees opening throughout 2026

THC Beverage Retailers — 5,345 Strong

This is unique to Minnesota. Hemp-derived THC beverages and edibles are available at 5,345 licensed retailers including liquor stores, breweries, taprooms, convenience stores, and restaurants. No dispensary visit required — just walk into a liquor store and browse the THC seltzer shelf.

Possession Limits for Visitors

As a visitor, you follow the same possession limits as residents:

Tip for Hotel Guests

Most Minnesota hotels prohibit smoking of any kind. Edibles and THC beverages are your best options. Check the hotel's policy before lighting up — violations can mean fees or eviction.

Dispensary Hours

Minnesota dispensaries may operate within an 8 AM to 2 AM window, though individual locations set their own hours within that range. Most dispensaries are open 9 AM to 9 PM daily. Check specific hours before visiting, especially on holidays.

Tribal Dispensaries

Minnesota's tribal dispensaries were the first legal cannabis retailers in the state, opening months before state-licensed dispensaries. They are open to all adults 21+, not just tribal members. If you are visiting areas near tribal lands — especially Shakopee (near Mystic Lake Casino) or Cloquet — these are excellent options.
