Cannabis in the Capital City

St. Paul, Minnesota's state capital and the other half of the Twin Cities, has embraced legal cannabis with a balanced regulatory approach. The city's zoning framework uses 300-foot buffers from sensitive locations, but analysis shows that only about 10% of city parcels are off-limits for cannabis businesses. That means the vast majority of St. Paul's commercial areas are eligible for dispensary operations, ensuring broad access for residents across the city.

St. Paul is also notable for being the home of Bloom Wellness, Minnesota's newest medical cannabis operator and only the third company licensed to sell medical cannabis in the state's history.

Bloom Wellness

Bloom Wellness opened in St. Paul in October 2025, becoming Minnesota's first new medical cannabis operator in years. As the holder of a medical cannabis combination business license, Bloom Wellness serves both medical patients and recreational customers from its St. Paul location. This addition broke the long-standing duopoly of Green Goods and RISE, giving patients and consumers a new option.

New Medical Option

Bloom Wellness is Minnesota's third medical cannabis operator, joining Green Goods and RISE. Medical patients benefit from 0% tax on all purchases, compared to approximately 22–30% on recreational sales. If you have a qualifying condition, a medical card can mean significant savings.

Medical Combination Businesses

St. Paul and the surrounding metro area are served by all three of Minnesota's medical cannabis operators, each holding combination business licenses that allow both medical and recreational sales:

  • Bloom Wellness — St. Paul (opened October 2025)
  • Green Goods (Vireo) — Locations in the Twin Cities metro
  • RISE (Green Thumb Industries) — Locations in the Twin Cities metro

These established operators provide a wide product selection including flower, concentrates, edibles, tinctures, topicals, and vape cartridges.

Zoning & Access

St. Paul's cannabis zoning is designed to balance neighborhood concerns with broad access:

  • 300-foot buffers from schools and other sensitive locations
  • Only ~10% of parcels are zoned off-limits for cannabis retail
  • The remaining 90% of commercial parcels are potentially eligible
  • Dispensaries are permitted in most commercial and mixed-use zoning districts

This approach ensures that most St. Paul residents have reasonable access to a nearby dispensary, while maintaining appropriate buffers from sensitive areas.

Licensed Recreational Dispensaries

New recreational dispensaries have been opening in St. Paul since the statewide launch on September 16, 2025. With 90% of commercial parcels eligible for cannabis businesses, St. Paul has attracted significant dispensary interest. The 1,405 preliminary approvals statewide include numerous applications targeting the capital city.

THC Beverages

Like the rest of Minnesota, St. Paul has a thriving market for low-dose THC beverages and edibles available at liquor stores, specialty shops, and local breweries. These products, containing up to 10mg THC per container (beverages) or 5mg per serving (edibles), are available at hundreds of locations throughout the city without a trip to a dispensary.

Transport Rules

If you drive to a St. Paul dispensary, remember that cannabis must be in its original sealed dispensary packaging or stored in the trunk. An open package accessible to the driver or passengers is a misdemeanor. No consumption is allowed in any vehicle.
