Process Overview

The Minnesota cannabis licensing process follows this sequence:

  1. Application window opens — OCM announces a specific period for accepting applications
  2. Submit application — Through the Accela online portal with required fees and documentation
  3. Eligibility review — OCM verifies applications for completeness and eligibility
  4. Social equity lottery — Verified SE applicants are drawn first for capped licenses
  5. General lottery — Remaining licenses awarded to all eligible applicants
  6. Preliminary approval — Lottery winners receive preliminary license approval

First Application Window

The OCM's first license application window ran from February 18 to March 14, 2025. This four-week window allowed applicants to submit through the Accela portal for all 11 license types.

First Window: Feb 18 – Mar 14, 2025

The inaugural application window was open for four weeks. All applications submitted during the window were equally eligible for the lottery — there was no advantage to applying earlier within the window.

The Accela Portal

All cannabis license applications in Minnesota are submitted through the Accela online portal. This is the OCM's official application management system, where applicants:

  • Create an account and begin their application
  • Upload required documents (business plan, ownership disclosure, social equity verification, etc.)
  • Pay application fees electronically
  • Track application status through review, lottery, and approval stages
  • Receive official communications from the OCM

The Dual Lottery System

Minnesota uses a unique dual lottery system for capped license categories (Mezzobusiness, Cultivator, Manufacturer, and Retailer). The system runs in two phases:

Phase 1: Social Equity Lottery — June 5, 2025

The first lottery drew exclusively from the pool of verified social equity applicants. 249 licenses were awarded in this phase, covering the 50% SE reservation across all capped categories.

  • Only applicants verified as social equity under §342.17 were eligible
  • Lottery results were published by the OCM

Phase 2: General Lottery — July 22, 2025

The second lottery drew from all remaining eligible applicants — both social equity and non-SE — for any remaining capped licenses not awarded in the SE lottery.

  • SE applicants who were not selected in the first lottery were automatically included in the general lottery
  • All eligible applicants had equal chances in this phase

For uncapped license types (Microbusiness, Wholesaler, Transporter, Delivery, Testing, Event Organizer, Medical Combination), there is no lottery — all eligible applicants can receive approval based on the OCM's review of their application.

Preliminary Approval to Final License

Lottery winners and approved applicants for uncapped types receive preliminary approval. This is not a final operating license — it begins an 18-month window to complete all remaining requirements:

Step 1: Local Zoning Approval

  • Secure a physical location that complies with local zoning ordinances
  • Obtain necessary permits from the municipality
  • Comply with any local buffer zone requirements (distance from schools, churches, etc.)

Step 2: Background Checks

  • All owners, officers, and key personnel must pass OCM background checks
  • The process includes state and federal criminal history review

Step 3: Final Operational Plans

  • Detailed standard operating procedures (SOPs)
  • Security plan meeting Chapter 9810 requirements
  • Seed-to-sale tracking system implementation plan
  • Employee training programs
  • Product safety and quality assurance procedures
  • Waste disposal protocols

Step 4: Facility Buildout and Inspection

  • Complete construction or renovation of the approved facility
  • Install security systems (surveillance, access controls, alarms)
  • Set up seed-to-sale tracking system

Step 5: Full License Issuance
