The city adopted some of the most permissive cannabis zoning in the state, with 300-foot school buffers as the primary restriction and no mandated buffer between dispensaries. The city is home to multiple licensed recreational retailers alongside established medical cannabis combination businesses operated by Green Goods (Vireo) and RISE (Green Thumb Industries). Both medical operators received combination business licenses in September 2025, allowing them to serve recreational customers alongside existing medical patients.

New OCM-licensed dispensaries have been opening across Minneapolis since the first non-tribal retail sales on September 16, 2025. These include microbusinesses and dedicated retail licensees. Green Goods and RISE both operate medical cannabis locations in the Minneapolis metro area. Since receiving their combination business licenses, these locations now sell recreational cannabis as well. Minneapolis uses a 300-foot buffer from schools as the primary zoning restriction for dispensaries. Unlike many cities in other states, there is no required buffer between dispensaries, which means you may find multiple shops in the same neighborhood or commercial district.

Long before dispensaries opened, Minneapolis became the epicenter of Minnesota's THC beverage boom.
