Unlike states dominated by multistate operators (MSOs), Minnesota's regulatory framework intentionally limits vertical integration and prioritizes small businesses, social equity entrepreneurs, and craft producers. The result is a market with several distinct categories of brands.

Medical Combination Operators

Minnesota's original medical cannabis operators now hold Medical Combination licenses, allowing them to serve both medical patients and recreational customers. These are the largest and most established cannabis retailers in the state.

Green Goods (Vireo Growth)

Green Goods is the retail brand of Vireo Growth, one of Minnesota's two original medical cannabis operators (licensed in 2015). With 8 locations statewide, Green Goods offers the widest geographic footprint of any single operator in Minnesota. Locations span the Twin Cities metro, Rochester, Moorhead, and other regions.

RISE (Green Thumb Industries)

RISE is the retail brand of Green Thumb Industries (GTI), a Chicago-based multistate operator that acquired Minnesota Medicinals. With 8 locations statewide, RISE matches Green Goods' footprint and offers a mix of in-house and partner brands.

Bloom Wellness

Bloom Wellness is the third medical combination licensee, based in St. Paul. It opened in October 2025 as a newer entrant to the market, offering both medical and recreational products.

Tribal Cannabis Brands

Minnesota's tribal nations were the first to open legal cannabis retail in the state, operating under sovereign authority months before state-licensed dispensaries.

Emerging Microbusinesses and New Licensees

Minnesota's licensing framework was designed to create opportunities for small, independent operators. The microbusiness license — a vertically integrated small operation with up to 5,000 sq ft of canopy — is the entry point for many new entrepreneurs.

Herb Quest

The first cannabis license issued in Minnesota went to Herb Quest, a microbusiness, on June 18, 2025. Herb Quest's licensing marked a milestone in the state's cannabis rollout.

With 1,405 preliminary approvals granted and the license cap reassessment coming in July 2026, expect many more brands to launch throughout 2026 and 2027.

Vertical Integration Is Restricted

Minnesota generally prohibits vertical integration. Only microbusinesses and mezzobusinesses can cultivate, manufacture, and sell under one license. This means most brands you see at dispensaries come from independent growers and manufacturers rather than a single vertically integrated company. The goal is a more diverse, competitive market.

What to Look For

When shopping at Minnesota dispensaries, consider:

  • Lab testing: All products must pass testing. Look for the batch number and testing lab on the label.
  • Local vs. national: Minnesota's market favors local producers. Supporting microbusinesses and social equity licensees supports the local economy.
  • Product type: Different brands specialize in different products — flower, edibles, concentrates, or beverages.
