Minnesota's Cannabis Retail Landscape
Minnesota's legal cannabis market launched on September 16, 2025, when the first non-tribal licensed dispensaries opened their doors. As of early 2026, approximately 49 non-tribal dispensaries are operating statewide, with 1,405 preliminary approvals working their way through the licensure pipeline. The market is growing rapidly, though supply shortages and high wholesale flower prices (approximately $4,500 per pound) remain early-stage challenges.
Cannabis retail in Minnesota falls into several distinct categories, each operating under different regulatory frameworks and serving different customer needs.
Types of Cannabis Retailers
Licensed Recreational Retailers
These are the OCM-licensed dispensaries authorized to sell adult-use cannabis to anyone 21 and older. The first license was issued on June 18, 2025 to Herb Quest, a microbusiness. Recreational retailers include both microbusinesses (smaller operations that may grow, process, and sell) and dedicated retail licensees. All must comply with OCM seed-to-sale tracking, testing requirements, and purchase limits.
Medical Cannabis Combination Businesses
Minnesota's legacy medical operators received medical cannabis combination business licenses in September 2025, allowing them to sell both medical and recreational cannabis from the same locations. These 17 locations represent the most established retail infrastructure in the state.

Tribal Nation Dispensaries
Six Minnesota tribal nations have signed compacts with the state under Minn. Stat. §3.9228, allowing them to operate cannabis businesses on tribal lands. Tribal dispensaries have been a cornerstone of Minnesota's cannabis market — Red Lake Nation's NativeCare made the state's first-ever recreational cannabis sale on August 1, 2023, more than two years before state-licensed retail launched. The White Earth Nation's compact uniquely allows dispensaries throughout Minnesota, not limited to reservation boundaries.
The six tribal compacts are with: White Earth, Mille Lacs, Prairie Island, Fond du Lac, Leech Lake, and Red Lake.

Municipal Dispensaries
Minnesota law allows local governments to operate their own dispensaries. The City of Anoka became the first municipality in the state to open a government-run dispensary on February 7, 2026. This model gives communities direct participation in the cannabis market and directs revenue back to the city.
THC Beverage & Edible Retailers
Since Minnesota legalized low-dose THC edibles and beverages in 2022, a massive network of 5,345 retailers — including liquor stores, breweries, taprooms, and specialty shops — sell hemp-derived THC products. These products contain up to 5mg THC per serving (edibles) or 10mg per container (beverages) and do not require a cannabis retail license. THC beverages are also available at licensed dispensaries.

Cannabis retailers are spread across the state, with the largest concentration in the Twin Cities metro area:
- Minneapolis — Multiple recreational and medical dispensaries, permissive zoning, thriving THC beverage scene
- St. Paul — State capital, home to Bloom Wellness (Minnesota's newest medical operator), Green Goods and RISE locations
- Duluth — Northland hub with medical locations; all recreational registration slots filled with a waiting list
- Tribal Dispensaries — Red Lake NativeCare, Fond du Lac ANANG, Shakopee Mdewakanton Flame & Flora, and more
